It's simple. The claims list is a list of names and faces that have been claimed by members as the cover for their character, when they're trying to describe their appearance. It makes life a lot easier when you're using a set face, with a large number of already-seen expressions and features throughout the series.

The characters don't just have to be from anime or manga, either. Video games, visual novels (such as Fate/Stay Night or Tsukihime) and american comic books can all be used to generalize a character's appearance, and bring out that special something from within.
